Corridor Transportation Corporation (CTC) The Corridor Transportation Corporation (CTC) was established in 1987 for the purpose of operating a fixed route community-based bus service in the mid Baltimore/Washington suburban area. The CTC was formed through the joint efforts of the Greater Laurel business community along with local and state elected officials and agency representatives. The corporation is established as a charitable corporation with a 16 member volunteer Board of Directors. The CTC administrative component is a part of the Baltimore Washington Corridor Chamber. The CTC manages transit service contracts for both the State of Maryland and Howard County. CTC administers the four county Connect-A-Ride system, which serves an estimated 636,831 passengers annually and includes the Jobs Access services in West Anne Arundel County. Under its agreement with Howard County, the CTC manages Howard Transit (HT), which provides the County's fixed-route operation, paratransit service and Americans with Disabilities Act (ADA) service. The total ridership for the HT service is estimated at over 863,714 boardings annually. The combined budget for both systems is approximately $11 million. CTC has long been a proponent of a regional and privately managed transit operation in the Corridor. As HT manager, the CTC has already introduced efficiencies, which were unachievable under previous operating structures through implementation of the competitive bidding process. Both the HT and CARS systems have benefited from the joint management through reduced administrative costs. Statistics show that 70% of the CTC ridership is going to/from work. Such a system is vital to a transportation nexus that now must serve a suburb-to-suburb commuter and provide a critical link to jobs for those who are in school-to-work and welfare-to-work programs. The CTC is a model system that has consistently shown that the private sector, working in tandem with the public sector, can produce excellent results, do the work less expensively and allow government to do those things which it can best do, privatizing the rest.
